Line and Load Interconnection Procedures (LLIP)




The interconnection of Lines and of Loads to the Federal Columbia River Transmission System (FCRTS) is governed by Attachment J to BPA's Open Access Transmission Tariff.

A request for a new interconnection should be submitted on the appropriate form, which is posted here. See the Technical Requirements for interconnecting to the FCRTS.

The Line and Load Interconnection Business Practice details the steps necessary for submitting a Line or Load Interconnection Request (LLIR). Further, it provides information essential to the understanding of the relationships between BPA’s Point-to-Point Transmission Service, Network Integration Transmission Service, Ancillary Services, and the interconnection of lines or loads to the FCRTS.

Both the Line and Load Interconnection Business Practice and the Direct Assignment Facilities Guidelines provide guidance on assignment of cost.

BPA Transmission Services will not accept an LLIR that is sent by email to other BPA Transmission Services email addresses. Emails sent to other email addresses will not be entered into the Interconnection Request Queue.
