PTSA Reform PTSA Reform is a BPA Transmission initiative designed to evaluate proposals from customers seeking modification and/or termination of Precedent Transmission Service Agreements (PTSA) signed in the 2008, 2009 and/or 2010 NOS processes. All results of the negotiations will be subjected to a public review process prior to BPA making its final decisions.
